The Angola Human Capital Development Plan (HCD 2023-2037)

Focuses on increasing the qualification and employability of the population. The project seeks to meet the needs of the labor market and promote socio-economic development.

Among the main objectives are the training of qualified human resources, the increase in educational offerings and the promotion of entrepreneurship. This ambitious plan aims to transform Angolan human capital, contributing to a more prosperous and inclusive future.

Governance and Monitoring

The governance structure of HCD 23-37 comprises three levels:

Strategic Level: Coordinated by the Vice-Presidency of the Republic and Heads of Ministerial Departments;
Coordination Level: HCD 23-37 Coordination Unit, specifically designed to coordinate the implementation of public policy regarding national human capital training and qualification
Execution Level: involving education and training institutions that implement public policy on the ground.

Strategic Level

1) The articulation of HCD 23-37 with the PDN, ensuring that its political and programmatic relevance remains updated;

2) The elaboration of an annual programming allowing the establishment of a medium-term reference framework for specific desirable adjustments to be made in the implementation of HCD 23-37, in order to achieve the established intermediate and final targets, and finally, arising from the first two,

Coordination Level

The Coordination level, under the responsibility of the HCD 23-37 Coordination Unit, which should integrate an Executive Committee that ensures coordination with entities involved in the implementation of HCD 23-37. With the necessary regularity, articulation with Ministries and implementing entities of Action Programs will be guaranteed, ensuring support, monitoring and evaluation of their implementation.

Execution Level

The Execution level corresponds to the operationalization of HCD 23-37 and will be the responsibility of supervisory entities responsible for implementing Action Programs.
