It is a strategic planning instrument, approved by Presidential Decree No. 122/24, of June 4, which establishes the guidelines for the national policy for training personnel, determining priorities in terms of training offer, in accordance with the country's development objectives, namely the economy and the labor market in particular.
The HCD 2023-2037 will be implemented through 7 Action Plans (APs), each focused on specific areas:
Increase and diversify the offer of technical and professional courses, training qualified students for the job market.
We increase the level of qualification and employability of young people and adults, reinforcing the availability of trainers throughout the national territory.
Contribute to qualifying and modernizing Public and Municipal Administration as well as the quality and efficiency of service delivery to the population
We expand the offer of quality graduate training and promote inclusion and reduction of asymmetries in access and attendance to Higher Education.
This Action Plan aims to increase the number of postgraduates in strategic areas, thus strengthening higher education and the scientific system with qualified HR.
